Yes, Senator Palpatine/Darth Sidious was always the ruler. He really wasn't given the powers, he took them, but used Jar Jar to make an official announcement about it. Palpatine didn't need approval for anything, since he had already taken control
The Repulic Senate does vote on issues, but now it doesn't matter what they vote on or not, since Palpatine has taken control.
And there wasn't any real emergency, that's just part of Palpatine's evil plot.

Thank you for finally clearing that up for me! I understand now. It was all part of Palpy's evil plot to destroy the Republic.

You are correct. The Force is with you, young Padawan learner. Soon, you learn the ways of a Jedi.

Thank you Master John.
I went to Alabama for Christmas and I rented the original trilogy. I finally re-watched all the movies I had seen so many times when I was little but had forgotten about. (they seemed to be the favorite movies to show at summer camps) I love episodes 4 & 5 the best! I think I like them even better than the prequels. Yup, I do like them better. Anyways, Toxic, thanks for sparking an interest for the original trilogy in me because I have found the best movies ever!

<< <<i'm curious to see what happens to padme in the later episodes. does she appear at all in the trilogy?>> My guess is that since Anakin has to be pushed to the Dark Side, something really bad enough to freak him out has to happen. My guess is that Padme is killed off as well as Mace Windu (Samuel L. Jackson) but we already knew about Mace. Revenge of the Sith: I was right! Didn't I tell ya, Natalie Portman's character would be killed off and that would help push Anakin over to the Dark Side. She dies during child birth and the babies, twins, are adopted. Of course the babies are a boy, Luke Skywalker and the girl is later, Princess Leia Organa
