I don't really know any sad songs ... my friend had me listen to "Concrete Angel" by Matrina McBride one day. She also showed me the video. It was pretty sad ... but I don't listen to country, and there are a lot of sorrowful songs there.
I do know one song that is just filled with anguish. If you listen to the song "Mutter" by Rammstein, you can here Till's anguish and hatred in his voice, more so than on any other song they've done. Here are the English translations of the song:
The tears of a crowd of very old children I string them on a white hair I throw the wet chain into the air and wish that I had a mother
No sun shines for me there was no breast that cried milk there is a tube that sticks in my throat I have no navel on my stomach
Mother
I was not allowed to lick any nipples and there was no fold to hide in no one gave me a name fathered in haste and without sperm
For the mother who never gave birth to me I have sworn tonight I will send her a sickness and afterwards make her sink in the river
Mother
An eel lives in her lungs on my forehead, a birthmark remove it with the kiss of a knife even if it causes me to die
Mother
An eel lives in her lungs on my forehead, a birthmark remove it with the kiss of a knife even if it causes me to bleed to death
Mother Oh give me strength

With or Without you- U2
Interesting, I never thought of that song as sad, I just wish I could hit a note like Bono does in that song, a fave of mine.
The instrumental / piano part of Eric Clapton's, Layla does something to me.

/\ Welcome back!
Now Nights In White Satin, gives me the chills in a good way, especially the spoken part with the orchestra at the end. Interesting.
Late Lament
Breathe deep the gathering gloom, Watch lights fade from every room. Bedsitter people look back and lament Another day's useless energy is spent. Impassioned lovers wrestle as one; Lonely man cries for love and has none; New mother picks up and suckles her son; Senior citizens wish they were young.
Cold-hearted orb that rules the night Removes the colours from our sight, Red is grey and yellow white But we decide which is right And which is an illusion.
Violins kick in, whee!

The Moody Blues are forking amazing...
I agree on the Weezer song. I love Weezer... the one that really gets me is "Say It Ain't So". The bridge of that song can bring me to tears if I'm in the right mood, the line "Like father / step father / the son is drowning in the flood" - when Rivers holds on 'flood' it's so emotional and chilling.
